Burnham voices concern over Manchester City ownership as regulator monitors case

Andy Burnham has expressed concern about the possibility of Manchester City's owners leaving the club following findings that it breached Premier League rules. The Guardian reported that an independent commission had found City guilty of more than 100 breaches. The club continues to contest the case, and proceedings with the Premier League remain ongoing. Against that backdrop, Burnham said he would not intervene in the disciplinary process or reach further conclusions without examining the details, while acknowledging the contribution made by City's ownership.

His comments focused on investment beyond the football team itself. Burnham credited City Football Group and the wider ownership with helping to develop Manchester, citing spending on the Etihad Stadium, the surrounding campus and the city. He also described the owners as important to Manchester City's development into an internationally prominent club, explaining why the prospect of their departure concerned him.

The regulator's position was set out separately by chief executive David Kogan in a statement released on Wednesday. As reported by the Guardian, Kogan said the commission's findings presented serious issues. He explained that the regulator can assess whether owners, directors and executives are suitable, and can take findings by football leagues into account when exercising those powers.

Kogan framed any use of those powers around evidence of wrongdoing by individuals and the regulator's responsibility to safeguard English football's sustainability and integrity. He did not announce an immediate intervention in the City case. Instead, he said the regulator would wait for further developments because the proceedings between the club and the Premier League were still under way.

Burnham also referred to his previous support for Everton during their dispute over financial rules, saying he continued to believe that club had been treated unfairly. But he maintained that intervening in City's case would be inappropriate. His comments and the regulator's statement leave two distinct positions: concern about the wider consequences for Manchester, and a potential regulatory assessment that remains dependent on developments in the ongoing proceedings.
