Scottish Cup youth-quota vote delayed until December
A vote on plans to require young Scotland-eligible players in Scottish Cup starting line-ups is now expected in mid-December, after the planned October decision did not take place, BBC Scotland reported on Monday. The delay leaves that part of the Scottish FA's youth-development package awaiting approval rather than becoming a competition rule.

Separate proposals covering league football and the Premier Sports Cup are due to be considered at the SPFL's annual meeting this month, according to the BBC. Those recommendations need support from 11 of the 12 Premiership clubs. The voting threshold means their adoption is not assured, even after all 42 SPFL clubs attended September's discussions in St Andrews.
The Scottish FA's published package sets out distinct requirements for cup and league football. In each of the two cup competitions, clubs would have to start two Scotland-eligible players aged under 21 and keep at least one qualifying player on the pitch throughout. Across the four SPFL divisions, the league proposal instead sets a season-long average of 60 minutes per match.
Financial measures form another part of the plan. The governing body announced £1 million to encourage clubs to increase opportunities for eligible youngsters. Under the proposed league arrangement, a club missing the playing-time target would lose 10% of the prize money attached to its finishing position. That money would be shared among clubs meeting the target.
The Scottish FA said approved changes would begin in the 2027-28 season. Its September announcement also recorded 18,706 top-flight minutes for under-21 Scotland-eligible players in the previous season, compared with 80,345 in 2013. The proposed changes therefore remain future measures, not requirements already operating in the current campaign.
BBC Scotland's reporting also highlighted the challenge of moving from academy football into senior teams. Former Inverness Caledonian Thistle player Calum Ferguson made only two first-team appearances after graduating from the club's academy. Now a development officer with Alba Football Alliance, he told the broadcaster that the pathway families expect often fails to materialise.
